EU removes qualification transfer barriers



The European Commission and EU Council have signed a joint recommendation to improve the mobility of learners and qualified workers in Europe.

The European Qualification Framework (EQF) aims to promote life long learning across Europe by making it easier to transfer qualifications across borders and is seen as a key achievement of the Lisbon process to promote a more knowledge-based society.

Instead of focussing on experience of length of study, the scheme will be based on what a person has learnt or is able to do as a result of their study.

A Commission official said there was "considerable momentum" behind the EQF, but the bodies have stressed that it can only be implemented on a voluntary basis and it will take some time for its effects to be seen.
