
On 18 February 2026, the International Federation of Social Workers held a Special General Meeting to consider motions concerning the membership of the Israeli Union of Social Workers.
The meeting was convened in accordance with the Federation’s Constitution, following formal motions and prior engagement, including the Interim Secretary General’s report issued on 19 January 2026
Two motions were placed before the membership:
- A motion proposing the expulsion of the Israeli Union of Social Workers from IFSW.
- A motion proposing the suspension of the Israeli Union of Social Workers from IFSW.
Following deliberation and voting, neither motion achieved the required majority. As a result, both motions were not carried.
The Israeli Union of Social Workers therefore remains in full membership of the International Federation of Social Workers.
The censure issued by the IFSW Executive in January 2025 remains in place. As previously communicated, censure constitutes a formal expression of ethical concern but does not affect a member organisation’s rights to participate, speak, or vote within the Federation.
The Special General Meeting provided a constitutionally grounded forum for collective deliberation, and the outcome reflects the decision of the global membership.
IFSW President Joachim Mumba and IFSW Interim Secretary-General Pascal Rudin acknowledge the seriousness with which members have engaged in this process and the depth of commitment expressed across the Federation. The deliberations reflected deeply held ethical, professional and humanitarian perspectives.
The Federation remains guided by its Global Social Work Statement of Ethical Principles and committed to ensuring respectful, democratic and inclusive dialogue among its members. It will continue to uphold these shared values and to work collectively in support of peace, human dignity and social justice.
