Topic: Ethicsソーシャルワーカーの倫理綱領 前 文 われわれソーシャルワーカーは、すべての人が人間としての尊厳を有し、価値 ある存在であり、平等であることを深く認識する。われわれは平和を擁護し、人権と社会正義の原理に則り、サービス利用者本位の質の高い福祉サービスの開発 と提供に努めることによって、社会福祉の推進とサービス利用者の自己実現をめざす専門職であることを言明する。 われわれは、社会の進展に伴う社会 変動が、ともすれば環境破壊及び人間疎外をもたらすことに着目する時、この専門職がこれからの福祉社会にとって不可欠の制度であることを自覚するととも に、専門職ソーシャルワーカーの職責についての一般社会及び市民の理解を深め、その啓発に努める。 われわれは、われわれの加盟する国際ソーシャルワーカー連盟が採択した、次の「ソーシャルワークの定義」(2000年7月)を、ソ-シャルワーク実践に適用され得るものとして認識し、その実践の拠り所とする。 ソーシャルワークの定義 ソー シャルワーク専門職は、人間の福利(ウェルビーイング)の増進を目指して、社会の変革を進め、人間関係における問題解決を図り、人々のエンパワーメントと 解放を促していく。ソーシャルワークは、人間の行動と社会システムに関する理論を利用して、人びとがその環境と相互に影響し合う接点に介入する。人権と社 会正義の原理は、ソーシャルワークの拠り所とする基盤である。(IFSW;2000.7.) われわれは、ソーシャルワークの知識、技術の専門性と倫理性の維持、向上が専門職の職責であるだけでなく、サービス利用者は勿論、社会全体の利益に密接に関連していることを認識し、本綱領を制定してこれを遵守することを誓約する者により、専門職団体を組織する。 価値と原則 Ⅰ(人間の尊厳) ソーシャルワーカーは、すべての人間を、出自、人種、性別、年齢、身体的精神的状況、宗教的文化的背景、社会的地位、経済状況等の違いにかかわらず、かけがえのない存在として尊重する。 Ⅱ(社会正義) ソーシャルワーカーは、差別、貧困、抑圧、排除、暴力、環境破壊などの無い、自由、平等、共生に基づく社会正義の実現をめざす。 Ⅲ(貢 献) ソーシャルワーカーは、人間の尊厳の尊重と社会正義の実現に貢献する。 Ⅳ(誠 実) ソーシャルワーカーは、本倫理綱領に対して常に誠実である。 Ⅴ(専門的力量) ソーシャルワーカーは、専門的力量を発揮し、その専門性を高める。 倫理基準 Ⅰ.利用者に対する倫理責任 1.(利用者との関係)ソーシャルワーカーは、利用者との専門的援助関係を最も大切にし、それを自己の利益のために利用しない。 2.(利用者の利益の最優先)ソーシャルワーカーは、業務の遂行に際して、利用者の利益を最優先に考える。 […]
